SDG 11 – Sustainable Cities and Communities

SDG 11 ’Make cities and human settlements inclusive, safe, resilient and sustainable’ focuses on making urbanization more sustainable, improving living conditions for urban populations and reducing the adverse impact of cities on climate.

In the updated NDC submissions, 8% of activities addressed Goal 11 compared with 9% in the first NDC submissions. In the first NDCs, countries were prioritising targets '11.2 Accessible and sustainable transport systems' (45%) and '11.5 Disaster risk management' (19%), linking these to 'Reduction of loss and damage from climate impacts' (20%), 'Urban planning' (20%) and 'Public transport access' (12%) as key strategies for climate action. In the updated NDCs, countries are prioritising targets '11.2 Accessible and sustainable transport systems' (38%) and '11.6 Reduce environmental impact of cities (air quality, waste)' (21%), linking these to 'Public transport access' (16%) 'Use of electric vehicles' (13%) and 'Urban planning' (13%) as key strategies for climate action.

Regarding first NDC submissions, activities related to this Goal are prioritising mitigation with 56% of the activities, while 37% focus on adaptation. Meanwhile, for updated NDC submissions 55% prioritise mitigation and 40% adaptation. The share of quantified activities has increased from 11% in the first NDCs to 27% in the updated NDC submissions.
